Meanwhile, a minor was killed in a separate Russian drone strike in the southeastern region in the southern area, based on information from regional authorities.
Moscow has increased assaults on energy facilities over recent weeks, while the country's government has demanded "real steps" from partner nations to exert influence on Russia.
"What's needed is not superficial actions but firm measures - from the US, the EU and the Group of Seven - in delivering air defence systems and enforcing sanctions," he wrote in a social media post.
He said that numerous aerial vehicles and more than 30 missiles targeted the country's power systems, characterizing such assaults as "cynical and calculated" and against "everything that sustains normal life" as the weather cools.
Government representatives said Russia was "launching a major assault" and technical staff were working to fix the damage.
A barrage of missiles struck electrical systems and residential structures in the capital.
Several of the people hurt in the attacks on the city have been transported for medical care, according to city authorities.
Local officials said the urban area experienced heavy assaults overnight. A young boy lost their life and three other people were hurt.
The assaults follow periods of aerial attacks in the area, parts of which are currently controlled by Russian forces.
The whole nation is under warning for sophisticated projectile assaults, which are harder to detect.
Authorities told the media that Moscow was purposely seeking to demolish the country's energy grid, with strikes already disrupting energy systems.
