BBC Gaza Documentary Deemed a 'Significant' Infringement of Media Standards, Says Ofcom

The British broadcaster engaged in a "serious breach" of media regulations by omitting to mention that the voice of a film about the Gaza conflict was the child of a Hamas representative, as ruled by UK media regulator Ofcom.

An investigation by the media regulator into the programme Gaza: How to Survive a Warzone has concluded that the documentary was "significantly deceptive".

The BBC's director general had previously apologised, noting there had been "a major oversight in relation to truthfulness".

The regulator has instructed the corporation to air a prime-time announcement about its decisions.

"Given this constitutes a significant violation of our rules, we are ordering the broadcaster to broadcast a message of our conclusions against it on BBC2 at nine o'clock in the evening, with a date to be confirmed," the regulator stated.

'Possibility to Undermine Confidence'

The regulator's report declared: "The inquiry we conducted determined that the programme's omission to reveal that the voice's father served in a role in the Hamas-controlled administration was materially misleading.

"Consequently that the public did not have vital facts which may have been extremely pertinent to their evaluation of the presenter and the content he presented.

"Confidence is at the core of the relationship between a television network and its viewers, particularly for a public service broadcaster such as the British Broadcasting Corporation.

"This failing had the risk to damage the very considerable levels of trust that audiences would have invested in a documentary produced by the BBC about the Israel-Gaza war."

The film was removed from the online platform in the month of February after the presenter's family links emerged, and in July an broadcaster's internal assessment determined it infringed the broadcaster's editorial guidelines on accuracy.

A BBC spokesperson stated: "The regulator's decision is in accordance with the findings of Peter Johnston's review, that there was a serious error in the programme in relation to the BBC's Editorial Guidelines on accuracy, which corresponds to clause 2.2 of the regulator's media standards.

"We issued an apology for this and we agree with the authority's determination in complete. We will adhere to the sanction as soon as the schedule and language are confirmed."
